Netherlands – Accreditatie RES


When meeting the requirements of RES, training and examinations institutes can receive an accreditation from KvINL for RES. Accredited institutes are audited every year and are obliged, by the scheme, to register their successful candidates in the register QbisNL.nl . In addition to RES, the QBISnlregister also registers company schemes and certified installer companies working with RES qualified installers (individuals).

Training is not mandatory. Learning from practical experience, e-learning etc. are allowed. Examination (theoretical and practical) are mandatory to obtain a certificate.

Supplementary Training Information Training institutes are free to choose their methods. Their learning goals, materials, methods and knowledge and teaching skills are audited in the accreditation process. Examination can be organised separately by examination institutes.

Requests for mutual recognition will be addressed to KvINL. KvINl will be asked to compare the certification of the installer to our scheme

Other needed evidence We haven’t experienced any applications for mutual recognition. We expect applications for mutual recognition by installers to get confirmation that their certificate is equal to the Dutch certificate or to get the Dutch version of the certificate and registration in the register QbisnL without the examination .

Supplementary evidence details that are expected We assume that foreign certificates don’t examine knowledge of Dutch (building) legislation and subsidies. Language abilities could be an issue as well.

As the schemes are voluntary, there is no legislation for the schemes. The exception is for part of the schemes for shallow geothermal, heat pumps and biomass. Certification of shallow geothermal and heat pump installers is determined by the the Soil Quality Decree (Besluit bodemkwaliteit) and the Soil Quality Regulation (Regeling bodemkwaliteit) and defined in the Energy performance of buildings Decree (BEG -Besluit energieprestatie gebouwen) and Regulation on Energy performance of buildings ( REG- Regeling Energieprestatie Gebouwen).

For biomass installers the certification relates to the Activity Decree on small and middle sized combustion plants (Activiteitenbesluit kleine en middelgrote stookinstallaties).
